Elk Grove Man Faces Kidnapping Charges After Stockton Woman Found

A Stockton woman reported missing on April 16, was discovered in Elk Grove nine days later, leading to the arrest of a 41-year-old man named Frank Hicks in connection to her disappearance.

The Elk Grove Police Department apprehended Hicks on April 27, charging him with a series of crimes including rape by means of force, rape of an unconscious victim, kidnapping, assault with a deadly weapon, and threats to commit a crime resulting in death or great bodily harm.
